Being a plane in between worlds, the Higher Plane doesn't truly have any native beings or true civilizations.
It is techniquely an afterworld, a place to go when you die. Everyone who does comes here, and some return to life later.
Some don't wish to return to life. They prefer to make eternal homes in this endless plane, and usually seperate themselves from others they didn't encounter in life. "Families" form from those who die, though they share no true relation.
Those who do wish to return to life must appeal before Nerameshu, the God of the Higher Plane. If he deems them worthy, he may choose to return them to the mortal realms. Mostly, he does so by reincarnating those persons, or bringing them back as different people with no memory of who they were, and they must go through an entire lifetime before they die and remember everything they did in their previous life. Otherwise, they may choose to gain enlightenment, usually granted by Nerameshu or the God of the world they were reincarnated into, to remember their past lives and the Higher Plane, as well as the world they lived upon in their past lives.
Some times, Nerameshu believes them worthy and honorable enough to resurrect them, or bring them back as they were before they died. This grants them all their memories of who they were before they died, as well as everything they discovered in Nerameshu's realm.
Nerameshu is the only true being from the Higher Plane. He is a God, so technically, anyone on this plane may speak to the God, and he often serves as the "spokesman" of the Gods.
